This could well be part of the slipway used when repairing King Henry VIII river barges, The stretch of the Thames between Waterloo and Blackfriars bridges is known as Kings Reach, because the Royal Barge House was located on what is now the site of the OXO Tower.
This reminds me of the cause-way to St Micheals Mount in Cornwall.
